    the correct answer is individualism and exchange. at this stage, children begin to question the rules, because they can see that there is more than one side to them. different individuals have different viewpoints. they won't be able to reach this stage because of ignorance, a lack of ethics or personal biases. that is because people with that characteristiscs are not able to distinguish what is good or what is bad and they can't pursue their individual interests.

    When Jacob Riis wrote "kicks and cuffs are their daily diet. They have little else." he was referring to the lamentable daily hardship of the street children. In that scarce line, he painted the picture of how children in the other half live. Starved for more than just food but also from the simple bliss of being children. He brings to light the abuse that those children suffer daily, not just from other people but from their own family too.
