    Ultimately it is less efficient because these people were given the position based on their support or loyalty to the candidate without assessing if they are qualified or capable to handle the job.  Though there are some cases where these people were able to do good work, a proper way is still to select employees through screening because that will truly determine if they are qualified or not.

    The correct answer is C.

    The spoils system is a political strategy performed by a political party when it arrives to power. It consists on placing supporters, friends and relatives, in civil service positions, as a reward for helping in the road towards victory. It is totally opposite to a merit-based system.

    When a new party or president arrived to office, the turnover was very elevated. For example, when the presidency of Jackson started 919 officials were removed. Such a system could not continue operating, therefore a separation was established, and the political leaders could not appoint civil servants anymore.

    Opponents claimed the spoils system made the government less efficient because it oftentimes led to corruption because people in power would simply put their friends or family in power, people who were not always skilled or equipped to hold specific government jobs.
