Zoo officials in Eureka, California, could not afford to house two healthy adult bears while a new bear grotto was being built, and the only zoo that would take the bears was in South Dakota. Because the zoo could not afford the $500 it would have cost to transport the bears, officials decided to destroy them. As their two 3-month-old cubs looked on, the bears were given lethal shots of sodium phenobarbital.10 Was the bears’ destruction a moral issue? If so, was the action morally wrong?

even though you have attached neither the chart nor the generalizations, i have located them online. the right answer is d, since they are asking you about a generalization. you can only infer from the chart that between 2008 and 2009 the number of employed workers decreased significantly (from over 115 millions to 107 millions approximately), which signals some type of economic crisis.
